This prevents them from being used in certain areas of a loadcenter. The rejection tabs for CH breakers are on the non energized sides (plastic or metal rails) instead of on the bus itself like in the photos posted. Non-CTL breakers do not have this rejection feature and will fit in any space in the loadcenter.
